NOTICE OF CONCLAVE

GRAND ENCAMPMENT OF KNIGHTS TEMPLAR

To the Officers and Members of the Grand Encampment of Knights Templar.

Greetings:

You are hereby notified to attend the Sixty-Sixth Triennial Conclave of

the Grand Encampment of Knights Templar to be held in the Adams Mark Hotel, Buffalo, New York, commencing on the 10th day of August 2015, at 8:00 A.M.

MEMBERSHIP

SECTION 2. Its members are and shall be:

a) All Past Grand Commanders of Grand Commanderies;

b) The Grand Commander, the Deputy Grand Commander, the Grand Generalissimo, and the Grand Captain General of each of the Grand Commanderies;

c) The Commander, Generalissimo, and Captain General of each of the Subordinate Commanderies;

d) The Grand Prelate of the Grand Encampment;

e) All Knights Templar from other sovereign Grand Jurisdictions who, at any Triennial Conclave, have been elected honorary members. Such election, however, shall not confer the right to vote.

CONDUCT OF CONCLAVES

SECTION 8. At all Conclaves each voting member shall be entitled to one vote.

PROXIES SECTION 9. The members named in paragraphs (b) and (c) of Section 2 may be represented by proxies belonging to the same bodies. A proxy does not by virtue of such appointment become a member of the Grand Encampment. He shall before acting, produce acceptable evidence of his written appointment.

Each member present in person or by proxy shall have only one vote.

NOTE: It is necessary that credentials and proxies of those specified in paragraphs (b) and (c) above be executed and filed at the time of registration with the Committee on Credentials. This Committee will be prepared to receive credential and proxy forms starting Saturday, August 8, 2015, at 1:00 PM, in the assigned area at the Adams Mark Hotel, Buffalo, New York, concluding at 12:00 Noon, Tuesday, August 11, 2015. (Blank credential and proxy forms have been distributed by the Grand Recorder of the Grand Encampment to the Grand Recorders of the Grand Commanderies and the Recorders of the Subordinate Commanderies for this purpose.)

STANDING COMMITTEES

SECTION 93. The Standing Committees of the Grand Encampment shall be:

1) A Committee on Templar Jurisprudence.

2) A Committee on Finance.

3) A Committee on Foreign Relations.

4) A Committee on Printing.

5) A Committee on Religious Activities.

6) A Committee on Necrology.

7) A Committee on Triennial Conclave.

8) A Committee on The Educational Foundation.

9) A Committee on The Knights Templar Eye Foundation.

10) A Committee on Drill Regulations.

11) A Committee on Triennial Conclave Expense.

12) A Committee on Ritualistic Matters.

13) A Committee on Membership.

14) A Committee on Patriotic and Civic Activities.

15) A Committee on Public Relations.

16) A Committee on Holy Land Pilgrimage These Committees shall perform such duties as the Constitution and Statutes prescribe and be subject at all times to the directions of the Grand Encampment and the Grand Master.

TIME AND PLACE OF COMMITTEE MEETINGS

SECTION 94. The Committee on Templar Jurisprudence shall meet at the place designated for holding the Triennial Conclave on the Friday morning preceding the time fixed for the Conclave; provided, however, that the Grand Master or the Chairman of the Committee may call such Committee to meet at some other convenient time or place. (See below.) SECTION 96. All Standing Committees except those for which express provision is made herein shall meet on the call of the Chairman of such committee at the place where the Triennial Conclave is held and at the time of the holding of such Conclave provided that other meetings of such Committees may be held at other times and places with the approval of the Grand Master.

NOTE: The following Committees will meet at times and places designated, at the Adams Mark Hotel, in Buffalo, New York.

Knights Templar Eye Foundation Trustees', Friday, August 7, 2015, 9:00 A.M. to 4:00 P.M.

Committee on Drill Regulations will meet with Drill Team Judges, Friday, August 7, 2015 – 1:00 P.M. to 3:00 P.M.

Committee on Drill Regulations will meet with Drill Team Captains, Friday, August 7, 2015 – 3:00 P.M. to 5:00 P.M.

Committee on Templar Jurisprudence, Saturday, August 8, 2015 – 9:00 AM to 10:30 A.M.

Committee on Finance, Saturday, August 8, 2015 – 11:00 AM to 1:00 PM.

Committee on Educational Foundation, Saturday, August 8, 2015 – 3:00 P.M. to 4:00 P.M.

NOTE: Other Committees, including Special Committees and the Conclave Committees of the Grand Encampment, will meet Saturday, August 8, 2015, and/or during the sessions at time designated by the respective Chairman or the Grand Master, or on other days and times so designated in the Committee rooms at the Adams Mark Hotel.





PAYMENT OF MILEAGE AND PER DIEM

TO OFFICERS AND COMMITTEE MEMBERS

SECTION 114. All Officers of the Grand Encampment, Past Grand Masters and Members of the Standing Committees shall be allowed mileage expense and per diem for attendance at the Triennial Conclave. Mileage shall be paid at the rate of 40 cents per mile one way by using published mileage charts and as determined by the Grand Master each triennium. Per Diem shall be paid for the number of days present at the official program of the Conclave at the rate of 50 dollars per day as determined by the Grand Master each triennium. Actual expenses, when approved by the Grand Master, shall be allowed Members of any Standing Committee for attendance at meetings called in the interim.

The 66th Triennial Conclave of the Grand Encampment of Knights Templar is coming soon. The Triennial Conclave Committee is working hard to make this a memorable and enjoyable event.

The 66th Triennial Conclave will begin with the drill competition on Saturday, August 8, 2015, followed by a ‘Pass in Review’ and dinner. Sunday, August 9th brings the Divine service at 8:00 AM followed by tours of dessert and cocktail reception that evening. The business sessions will Niagara Falls, and the Grand Master’s begin on Monday morning, August 10th with the public reception of distinguished guests and the Grand Commanders. The business session will continue on Tuesday, August 11th with the Grand Master’s banquet on Tuesday evening. Installation will occur on Wednesday morning followed by the adjournment of the session.

The Adam’s Mark Hotel and Event Center, 120 Church Street, Buffalo, NY is the headquarters for the Triennial Conclave and all events will be held there.

GRAND MASTERS DECISIONS

GOODWIN DECISION No. 1

Question:

What occurs when there is a vacancy in the Office of Grand Commander for reason of expulsion?

Rationale:

Section 49 of the Constitution, with supporting decisions, states that permanent removal from the jurisdiction precluding the performance of duty, or permanent disability, as determined by the Grand Master, creates a vacancy in the Office of Grand Commander, and that the Deputy Grand Commander be advanced and installed. Expulsion from Templary is similar in nature in that the Grand Commander is permanently removed from Templary and cannot perform his duty. Therefore the Deputy Grand Commander shall succeed to the office and be installed.

Decision:

In the event of expulsion of the Grand Commander, as determined permanent by the Grand Master, the Deputy Grand Commander shall succeed to the office and be installed. This decision will revoke decision 1934, page 170, No.7, Weidner.

Question:

May the Officers of a Grand Commandery wear their jewels suspended from a red cord around the neck?

Rationale:

Section 306 of the Statutes of the Grand Encampment of Knights Templar allows for the jewel of Grand Commanders to be worn suspended from a red cord as a mark of distinction. It does not allow for Grand Commandery Officers to do the same.

Decision:

Grand Commandery Officers, other than the Grand Commander, may not wear their jewels suspended from a red cord.

GOODWIN DECISION No. 3

Question:

May there be two Annual Conclaves held at the same time within a Department of the Grand Encampment of Knights Templar?

Rationale:

There have been conflicts within Departments where two Grand Commanderies have held Annual Conclaves at the same time making it impossible for the Department Commander to attend both Conclaves. The Department Commander is required to attend all Conclaves within his Department and report to the Grand Master his findings regarding these Grand Commanderies. He cannot perform his duties in these situations. This problem was recognized in 1994 when Grand Master Mayford issued his Edict No.1 which stated “Only one Annual Conclave of a Grand Commandery will be held at one time in a given department. Failing to comply with this Edict, the Grand Commandery guilty of infringing on the rights and dates of the other Grand Commandery will have its Conclave dates reset by the Grand Master.” (Sec 29 ½ and 36 of the Constitution)
