2C:21-24 over 1 year ago by the Sussex County Superior Court in my municipal appeals of 13-04-08 and 19-05-09.

I suggest the Department of Community Affairs' Local Finance Board request in writing per N.J.S. 2C:21-29 the initiation of an Investigative Interrogative on the filing of false instruments to the Department of Community Affairs per perhaps 20 years of continuous pattern of filing false perjuried annual financial reports to the Local Finance Board as per the evidence in prior 8 month interim order responses under GRC 2006-02 excellent former Borough of Stanhope municipal clerk Ms Robin Kline, RMC, MAS she reported to at least ten agencies and to the Commisssioner of Community Affairs, the GRC and other organizations in federal and state law enforcement she could find NO contracts and that she also notified the Town Adminstrator Teri Massood who admitted in writing and in the corrupt Office of Adminstrative Law that she willful destroyed Government records, and in fact she was a main conspirator as she leave Stanhope without resigning when GRC 2006-02 was filed against her and the OPRA custodian who also admitted she refused to prove a copy of ANY government record to Mary Pawar, 12 East Drive, Stanhope, NJ a witness, Kathryn Caggiano, a witness to the State Police official corrupt Bureau and the FBI and U.S. Attorney and U.S. P.S. Inspection Service for mail fraud for twenty years and harrassing us in Nv where we moved do the continuous threats and defamation of my character by State, County and municipal officials and the State of NJ Attorney Generals and her corrupt Division of Law and GRC as the Novel "Enemy of the People" is proven beyond any reasonable doubt as any State, municipal or private citizen that has come forward to report crimes and unethical conduct have been attacked by the State and municipal govt to include the Office of Gov Ian Brennan, the Borough of Stanhope Municipal Clerk Robin Kline, Mary and Iqbal Pawar, and Kathryn Caggiano and Thomas Caggiano who has been vilified, falsely imprisoned, hand cuffed dozens of times, maliciously convicted over 45 times, shakled, drugged against my will and had my red blood cells reduced 50%, defamed in newspapers, in courts by State, county paid officials and municipal officials and their corrupt law firms including the corrupt Division of Law's Debra Allen, Esq.

The above is provided for clarity in resolving OPRA. Please note this is also a request per Right to know common law which provides expanded requests greater then OPRA. I suggest persons requesting data from the Govt NOT use OPRA only but Also use the Common Right to know law which gives the citizen greater access the OPRA or the OPRA bill on Gov Christie's deck for months unsigned.

I certify the forgoing statements made by me are true. I am aware that if any of the foregoing statements made by me (including on the attached exhibits which are adopted by atttachment and reference per State law) are willfully false that I am subject to punishment.

signed electronicly Thomas Caggiano 7086 Arcadia Glen Court N. Las Vegas, Nv 89084 I have never been convicted of any indictable offense.
